A melody can stop on one note and sound complete. Another note in the same place can leave the phrase open. Both may belong to the scale, and neither is inherently “right” or “wrong.”
The difference comes from their position within the key.
Stable notes reinforce the tonal center and can support a stopping point. Unstable notes create a stronger pull toward neighboring scale degrees or further motion.

What is a stable note?
A stable note feels like part of the key’s foundation. You can hold it, end a short motif on it, or use it to reduce the sense that the phrase must continue.
In C major, the notes of the tonic triad are usually treated as stable scale degrees:
1, 3, 5
C, E, G
Together, they form the C chord:
C = C–E–G
I = 1–3–5
This is why the stability of individual scale degrees is tied to the tonic. These notes belong to the chord that represents the tonal center.
They are not equally stable:

The first degree usually sounds the most final. The third and fifth are stable, but they leave more room for the phrase to continue.
What is an unstable note?
In a basic model of C major, the unstable scale degrees are:
2, 4, 6, 7
D, F, A, B
They do not belong to the tonic triad C–E–G. When one of these notes is held over the tonic, it often sounds open or directed toward another note.
Common tendencies include:

These are not compulsory routes for every melody. They describe the clearest tendencies within a simple tonal phrase.
Why scale degrees 7 and 4 have a particularly strong pull
The strength of a tendency depends not only on the scale degree, but also on the distance to the nearest stable note.
In C major:
B → C
7 → 1
and:
F → E
4 → 3
Both notes move by a semitone. This small distance creates a clear expectation of the neighboring note.
The second and sixth degrees are usually a whole step away from the nearest stable degree:
D → C or E
A → G
They also create motion, but often allow more than one convincing continuation.
A semitone tendency does not mean the note must always resolve immediately. You can:
- complete the expected motion;
- delay it;
- avoid it with a leap;
- transfer the resolution to another voice;
- leave it unresolved to create an open ending.

Stability exists only in context
A note is not stable or unstable on its own. It needs a frame of reference.
In C major, F is the fourth scale degree. Over a C chord, it is not part of the triad and often tends toward E:
F → E
4 → 3
Over an F chord, however, the same note becomes the chord’s root:
F = 1 relative to the F chord
F = 4 relative to the key of C major
A note can therefore have several roles at the same time:
- its position within the overall key;
- its position within the current chord;
- its position within the melodic phrase.
A note may be unstable in relation to the tonic but stable within the chord that is currently sounding.
Tonal stability and chordal stability are not the same
Consider the note B in C major.
Relative to the key:
B = 7
B → C
It is the leading tone and tends toward the tonic.
But B also belongs to the G chord:
G = G–B–D
While G is sounding, B is its third and does not sound like an accidental wrong note. However, the entire G chord has a dominant function and tends toward C.
This creates two levels of meaning:
within G: B is a chord tone
within C major: B is the leading tone and tends toward C
This is why it is not enough to ask only whether a note belongs to the current chord. You must also consider the overall tonal center.
Stable and unstable scale degrees in minor
In A minor, the stable scale degrees also form the tonic triad:
1, ♭3, 5
A, C, E
The chord is:
Am = A–C–E
The remaining degrees create different levels of openness:
2 = B
4 = D
♭6 = F
♭7 = G
In natural minor, G lies a whole step below A:
G → A
♭7 → 1
This motion is possible, but its pull is weaker than that of the raised seventh degree in harmonic minor:
G♯ → A
7 → 1
Raising the seventh degree strengthens the motion toward the minor tonic and makes it possible to build the major dominant E or E7.
In A natural minor, G is the subtonic. The true leading tone appears only after it is raised to G♯.
Why there is no permanent list of stable notes
The basic map of 1, 3, 5 versus 2, 4, 6, 7 is useful, but it does not describe every musical situation.
A note’s effect changes with:
- the current chord;
- its metric position;
- its duration;
- its register;
- the direction of the melody;
- the notes before and after it;
- its position in the form;
- the mode and musical style.
For example, D is unstable in relation to the tonic of C major. But it is the root of Dm and the fifth of G. As a short note on a weak beat, it may pass almost unnoticed. As a long note on a strong beat over C, it becomes a prominent 9.
Stability is therefore not a permanent label attached to a pitch. It is a relationship between the note and its context.
How position within a phrase changes perception
The same note can behave differently in the middle and at the end of a phrase.
In the middle of a melody, an unstable scale degree may function as:
- a passing tone;
- a neighbor tone;
- a suspension;
- part of a melodic pattern;
- preparation for the next chord.
At the end of a phrase, the note becomes more noticeable because the listener is evaluating whether the music can stop.
Compare these endings in C major:
... D → C
... F → E
... B → C
with these stopping points:
... D
... F
... B
In the first group, the motion reaches a nearby point of rest. In the second, the phrase remains open.
This allows you to shape musical form without changing the chords: a single melody note can turn a full stop into a comma.
How to use stability in melody
End important phrases on the first degree
The tonic provides the clearest point of rest:
in C major: C
in A minor: A
This is especially useful at the end of a period, chorus, or complete composition.
Use the third and fifth for less final endings
Ending on 3 or 5 supports the tonic without creating as strong a full stop as 1.
In C major:
E = 3
G = 5
These notes work well at the ends of internal phrases that need to continue.
Hold an unstable note before an important arrival
For example:
F ——— E
4 3
or:
B ——— C
7 1
The longer the first note lasts, the more noticeable the following motion becomes.
Do not resolve every note immediately
If every unstable degree moves straight to the nearest stable note, the melody becomes predictable.
Instead, you can:
- continue in the same direction;
- move the expected resolution into another voice;
- change the chord so the original note becomes a chord tone;
- leave the end of a section open;
- postpone the resolution until later.
Compare the melody with the harmony
Before stopping on a note, ask:
- Which key currently feels like the center?
- Which chord is sounding?
- Is the melody note a chord tone?
- Which scale degree is it relative to the key?
- Should the phrase end or continue?
This turns stability into a practical tool rather than a table to memorize.
How to find stable scale degrees on the fretboard
In C major, begin with the notes of the tonic triad:
C, E, G
1, 3, 5
Then add the remaining scale notes:
D, F, A, B
2, 4, 6, 7
On the fretboard, it is often more useful to display intervals rather than note names. The same map can then be moved into any key.
Do not associate stability with one fixed fretboard position. When the tonic changes, the roles of the notes change even though their physical positions remain the same.

A 10-minute exercise
1. Find three points of rest
Over a C chord, play:
C, E, G
1, 3, 5
Pause after each note. Compare how final C, E, and G sound.
2. Hold the unstable degrees
Over the same chord, play each of these as a long note:
D, F, A, B
2, 4, 6, 7
Do not resolve them immediately. Notice which note creates the strongest need to continue.
3. Test the nearest movements
Play:
D → C
D → E
F → E
A → G
B → C
Do not try to find one “correct” destination for D. Compare the two possible directions.
4. Change the chord under one note
Hold F and play:
C → F
Listen to how the note first sounds like a tense fourth over C, then becomes the root of the F chord.
5. Compare natural and harmonic minor
Over Am, play:
G → A
G♯ → A
Decide which movement establishes the tonic more strongly.
6. Write two versions of an ending
Write a short motif in C major. End the first version on C and the second on B or D.
Compare:
- which version sounds closed;
- which one asks for continuation;
- whether changing the chord could make the open ending sound convincing.
Common mistakes
Treating stability as a permanent property of a note. F can be unstable over C and stable as the root of an F chord.
Assuming that all notes of the tonic triad sound equally final. 1, 3, and 5 all support the tonic, but the first degree confirms the center most strongly.
Calling unstable scale degrees wrong notes. Without them, melody loses direction. Their purpose is to create motion, not to disrupt the harmony.
Resolving 2, 4, 6, and 7 mechanically every time they appear. Common tendencies are possibilities, not a mandatory compositional algorithm.
Analyzing only the current chord. A chord tone may still have a directional role within the overall key.
Confusing a stable note with a consonance. Consonance describes the sound of an interval. Stability describes a note’s role within a tonal context.
Treating the natural seventh degree in minor as a leading tone. In A natural minor, G lies a whole step below A. The strong leading tone appears only when it is raised to G♯.
Ignoring the note’s position within the phrase. A short passing note and a long note at the end of a phrase may have the same pitch but a different musical role.
